Legislative Agenda
Our current 2012 agenda is an extension of the 2011 agenda, as may items
are still in committee and we are dealing with the same legislature.
We are in the process of updating our agenda to reflect new legislation. We value
our members input in this process.

On January 4, 2011 TURN Delegate delivered our 2011 Legislative Agenda to Harrisburg
- Castle Doctrine- HB 40 (passed)
- Freedom of Choice in Health Care Act- HB 42 -Appropriations
- Support Our Law Enforcement and Safe Neighborhood Act- HB 738 -State Government
- Firearm Freedom Act- HB 752 -Judiciary
All of the bills subsequently were reintroduced and now denote their current House Bill Number
and the Committee they have been assigned to.
HB 40, The Castle Doctrine, was signed into law by Government Corbett.
The remaining bills are in Committee and require members to contact the committees to register
their support and urge the Committees to move to the House floor for a vote.

Freedom of Choice in Health Care Act
TURN founders began working on this Act in October 2009 when HB 2053 was first introduced. This preserves
not only the freedom to contract with whom you choose for health care, but also preserves contract rights.
This bill is currently in front of the Appropriations Committee. All bills must pass through committee to go to the floor
and be voted on. With a republican leadership in the House, there is no reason that this bill should not be passed.

Support Our Law Enforcement and Safe Neighborhood Act
This is also known as the legal immigration bill. Illegal immigration costs Pennsylvania tax payers
nearly a billion dollars a year.
Firearms Freedom Act
Originally sponsored by Rep. Sam Rohrer as HB 1988, this bill has been reintroduced by Rep. Matt Gabler. Originally introduced and passed in Montana, the FFA declares that any firearms made and retained in-state are beyond the authority of Congress under its constitutional power to regulate commerce among the states. The FFA is primarily a Tenth Amendment challenge to the powers of Congress under the “commerce clause,” with firearms as the object. Montana, Wyoming, South Dakota, Idaho and Alaska have passed similar legislation.
